It's always polite to reply to someone's greetings.
One who doesn't is either of pride or arrogance.
Many Muslims say they want to become a better muslim yet don't even have the manners or knowledge that it is wajib (obligatory) to reply to a salaam. When someone conversed with the Prophet Muhammad peace be upon him he would turn fully towards that person and listen to them.
